Banned:

Sangan

Seems like a decision to curb the usage of Tour Guide of the Underworld. With Sangan banned, players will have to resort to playing other Level 3 Fiend types like Night Assailant. The only deck that might still play Tour Guide of the Underworld would be Dark Worlds to bring out Broww. 

Also, when Maxx “C” is chained to the effect of Tour Guide of the Underworld, the player can’t special summon Sangan to try and minimise the loss.

Wind-Up Zenmaity

The first XYZ monster to be Forbidden in the history of Yu-Gi-Oh. In my opinion, Limiting Wind-Up Magician was more than enough, banning Wind-Up Zenmaity is a little too much. 

Limited:

Wind-Up Magician

Pretty much an expected hit, Wind-Ups while not really that dominant in the OCG scene are still extremely imbalanced with their 2 card Combo of Wind-Up Magician and Wind-Up Shark. 

One Day of Peace

An integral part of many degenerate decks such as Final Countdown and Gishki FTK. I even tried it out when testing out the new Prophecy deck, and it worked out pretty well. It counts as a Spell card for Judgment and can protect you for the turn from getting killed, allowing you to make full advantage of the cards searched out by Judgment.

Solemn Warning

Not really a problem right now, but I can see Konami’s reasoning for this hit. Basically, the starting player gets even more advantage if they start with this card, with their opponent being unable to play around it.

Most decks will be able to pull of their key summons with ease. More relevant examples are Evilswarms and Prophecy.

Semi-Limited:

Tsukuyomi

Unbanning it made not much of a difference to be honest. It serves as sort of an out to Ophion/Rai-Oh for Prophecy, as well as flipping Magicians down. Most likely going to be Unlimited in September 2013.

Thunder King Rai-Oh

Seems like an attempt to indirectly boost Fire Fists and Prophecy. OCG players hardly play it due to Evilswarms and their 1950 attack range. Might make a much larger difference in the TCG due to their lack of Evilswarms.

Advanced Ritual Art

Could Konami be trying to bring back Rituals? Maybe in conjunction with Rescue Rabbit? I would hate to see Herald of Perfection being a contender in the Metagame again.

Unlimited:

Spore

Unbanning it made no difference at all. I don’t think Spore getting unlimited will make a difference too.

Blackwing – Kalut the Moon Shadow

Blackwings are kind of dead, so I highly doubt this will change much.

Lumina, Lightsworn Summoner

Just another boost for Lightsworns, similar to Blackwings. However, this move might not be very good as Judgment Dragon is extremely powerful and can easily steal games.

Shien’s Smoke Signal

An attempt to indirectly counter Fire Fists/Prophecy by making Naturia Beast much easier to bring out.

Mind Crush

Mind Crush was already played quite a lot in OCG side decks. Counters Mermails and Prophecy even more.

Thoughts:

Not exactly a good list, but it isn’t too bad since the meta before the Banlist was pretty good.

I feel that they hit Wind-Ups a little too hard with Zenmaity, the deck wouldn’t even see much play with just Magician to 1.

They missed out on hitting Water, I felt that it was pretty dominant in the OCG for quite some time. However, it is quite new in the TCG, so that may be their reason for not hitting it. Although I would prefer if they Limit Dragoons to 1 in order to curb the usage of Genex Undine as well as promoting the new Mermail stuff in LTGY.

Fire Fists and Prophecy are still quite new, so I don’t expect them to get hit. However, I feel that the latter is a little too overpowered with Judgment, but we will see in about a few weeks.

Also, Dark Worlds should see a lot more play with Mind Crush at 3 and EEV is very good against most of the Meta.

Really unexpected, however, it is overpowered with 2800ATK at Level 6. Curbs BF even more by disallowing them to turn games around with just a Blizzard into Goyo. Well, at least now no one will compare the new exceed monsters to this card.

Cold Wave
Expected move by Konami. No spell/trap cards for 3 turns at most really hurts lots of decks.

Mass Driver
Probably a pre-emptive strike against any FTKs in the future. I’m predicting something like that to come out of the new Psychic monsters in the future.

Limited:
Honest
Now we only need to worry about one of him during each game. Nerfs Light Hero Beat and Angels.

Dandylion
This is where it should have been all along. This should cause plant players to play their Dandylions conservatively, similar to GB players and their Bestiaris.

BF-Kalut
Weakens BF to a high extent, rendering Shura pretty weak, especially with BOM at 1.

Book of Moon
Pretty good move by Konami, encourages more players to play Synchro and Exceed summon based decks. Trap Stun should also see more play now, since the main reason players avoid playing Trap Stun is because of Book of Moon.

Gateway of The Six
Expected it to be banned with Smoke Signal at 1. Looks like Six Sams will still be playable after March especially with the new cards like Dojo and Hermit.

Semi-Limited:
Card Trooper
Weird move, probably to boost graveyard based deck more.

Archlord Kristia
Nerfs Angels a little along with the limitation of Honest.

Spirit Reaper
Another weird move, although its interesting in decks like Frog Monarchs and Twilight. Might be useful in the future along with Exceed summons.

Debris Dragon
Expected it to go to 1, but at 2, there should be less random topdecks into Black Roses. Expecting it to still stand strong alongside Exceed summons.

Royal Tribute
Didn’t expect Konami to do this for the OCG list. It shouldn’t have much difference in the TCG, but at least it is better than nothing. This should confirm that the OCG and TCG lists should be exactly the same.

Overload Fusion
With Cyber Dragon at 3, this could show some potential.

Megamorph
Seeing a trend of equip cards being unlimited, like United we Stand in the last list.

Solemn Warning
Probably wouldn’t make much of a difference, but it should help since Heavy Storm didn’t get released.

Icarus Attack
Just to hurt BFs somemore, maybe a little of Dragunities.

Unlimited:
Chaos Sorceror
I’m predicting some Chaos or Twilight deck will take the meta at some point of time.

Its just too strong with cards like Black Rose, Judgement Dragon and XX-Saber Hyunlei around. If it doesn’t stop your opponent from using Spell/Trap cards on his turn, it might not be so bad. However it does.

Giant Trunade
Probably to curb most of the OTK decks, making it harder to win Spell/Trap based control decks.

Gateway of The Six
I believe its too strong with its ability to create insane amounts of advantage with the deck. Also, I don’t think Konami will leave any competitive Infinite Loop intact.

Limited to 1:

Blackwing – Blizzard The North Pole/Debris Dragon
Game turners and instant Synchro monsters for their respective decks.

Dandylion
At 1, it dies easily to cards like D.D. Crow

Lonefire Blossom
Even with Dandylion at 1, the Plant combos can still be easily accomplished with Monster Reborn and/or Limit Reverse.

Formula Synchron
Too strong especially with Hyper Librarian around. It creates free advantage through drawing a card every time it is Synchro summoned. Also nerfs Formula Frog Monarchs a little to prevent them from owning the meta.

Pot of Duality
Makes too many decks over consistent. At 1, I believe it is just right.

Pot of Avarice
Makes cards like Ryko less playable due to the high risk of milling important monsters and making it less attractive to run milling engines.

Heavy Storm
With Cold Wave and Trunade gone, this card should come back. It is strong, but it can be easily stopped by cards like Starlight Road or Stardust Dragon. Makes Starlight Road more attractive to play especially with Dark Hole around.

Shien’s Smoke Signal
Similar to RoTA and COTLB, it makes the deck it is played in too consistent. T1 Shien should happen less often now.

Solemn Warning
With no Cold Wave and Giant Trunade, too many copies of this card will cause control decks to own the meta. Also makes Starlight Road less easily stopped.

Limited to 2:

Emergency Teleport
Great card, this might actually happen due to the Gustas and the new Psychic cards in EXVC.

Unlimited:

Bottomless Trap Hole
Hardly sees play nowadays anyway. Should keep beatdown decks in check.

Banlist – Heavy Storm

Heavy Storm was a very good card which put the game in place. It made players think twice before setting more than one spell/trap cards. This caused players to play conservatively and made players think more. Now that it is banned, I believe that the September 2010 will run rampant with trap heavy decks such as Hero Beat, Gladiator Beasts and maybe Naturia Control. Some players may try to counter these decks with cards like Trap Stun and Malevolent Catastrophe.

This time around Konami took us by surprise by making many unexpected choices, such as the unbanning of Monster Reborn and Dark Hole, and also surprising us by unlimiting Cyber Dragon, Treeborn Frog and Black Rose Dragon.

Forbidden:

Substitoad
With this card banned, Frog Decks are slowed down drastically, removing their swarming capabilities and the ability to filter their deck. However, I believe that Frog Monarch decks are still playable, just that they are slower and more inconsistent.

Rescue Cat
Although not heavily abused in the OCG, it is used in TCG X-Saber decks to bring out X-Saber Airbellum and XX-Saber Darksoul in order to synchro summon XX-Saber Hyunlei which is very strong when coupled with Cold Wave.

Heavy Storm
Though not really expected to be banned, Heavy Storm is a really strong card that can give you alot of card advantage. Maybe Konami wanted to reduce on game-breaking cards like this, however it does not seem so when you look at Monster Reborn and Dark Hole.

Brain Control
This card has been escaping the clutches of the banlist for one too many times, it can turn games by itself by controlling your opponent’s monster and using it for yourself. Thankfully it is finally banned.

Limited:

Trishula, Dragon Of The Ice Barrier
I think it was too strong at 3, now its just right at 1.

Infernity Gun
I guess this would stop the Infernity Looping with 3 Infernity Gun.

Black Whirlwind
Slows down Blackwing decks and making them more inconsistent. At 1, it is highly susceptible to Dust Tornado as well as the newly semi-limited Mystical Space Typhoon.

Monster Reborn
Another unexpected decision by Konami, this allows for revival like Call Of The Haunted, with an added ability to select its target from your opponent’s graveyard.

Dark Hole
Really big mistake by Konami, by releasing this card, it would make for more unfair advantage like the newly banned Heavy Storm and Brain Control.

Royal Oppression
Maybe to allow decks based on special summons to thrive in the new meta.

Semi-Limited

Chaos Sorcerer
Another unexpected decision by Konami, the semi-limit of this card might be able to bring back decks like Twilight and Chaos.

Snipe Hunter
Nothing much to say about this card other than it can kill Stardust Dragon as well as somewhat help to boost Fabled decks.

Mystical Space Typhoon
With Heavy Storm gone, surely we must have another piece of Spell/Trap destruction to replace it.

Ojama Trio
I don’t know, Chain Burn?

Magic Cylinder
Some sort of boost to burn decks?

Unrestricted:

Goblin Zombie
With Mezuki and Plaguespreader Zombie at 1, there isn’t really and point of this card being semi-limited.

Cyber Dragon
More counters to Machina Gadgets through Chimeratech Fortress Dragon as well as reviving Cyber Dragon decks.

Treeborn Frog
Even at 3, there can only be 1 on the field, but this could help against D.D. Crow.

Black Rose Dragon
I see no reason for Konami to unlimit this card, it was perfectly fine at 1. But now at 3, it will boost decks utilizing Debris Dragon as well as reviving decks like SalvoDAD.

United We Stand
Maybe to boost equip spell oriented decks like Veyron?

Royal Decree
I think this would help ease the pain of losing Heavy Storm in some decks.
